Use 15-second light blue royal icing to outline the snowflake sugar cookies.

Immediately fill the center of the snowflake cookie with the same 15-second blue royal icing. Let it dry completely before proceeding.

Use 25-second white royal icing in a pastry bag with a small tip cut off to create lines that go from one edge of the snowflake to the other.

Use the same thick 25-second white icing to create some “V” shapes over each dendrite.

Add some small dot details by quickly releasing some pressure and pulling the pastry bag up quickly.
